Second run of the simulation. Toddler went full scourged earth and went for apocalyptic train track removal.
Outcome: Everyone died. Even the baby panda.

Third run. Unexpected outcome: a box was brought in and all innocents, including train driver, were carefully moved into the box / holding cell. The train tracks were not touched.

@Pepijn Fascinating. In all versions of the experiment the rules of the game are broken. Conclusion: Its a false dilemma, at least for at child demigod
