Do people bear individual responsibility for individual bad deeds that they do that society "forces" them to do? Yes.
Let's take voting for genocide for example -- something that everyone who voted for any party that had a chance of winning in the last US election did. Did anyone have to vote for genocide? No they did not. They chose to be genocide supporters.
This wasn't "oh I should vote for someone I disagree with because of party unity", it's genocide.
