Billions can be used to hire spend broke graduates to work on the problem, instead of burnt to just let the average user have a chat. No reason an electronic brain must use more calories(or kilowatt-hours) than a biological one.

What many do not appreciate is, our economic capitalist system is not designed to appropriately calculate prospective future gains.

If (and its a big if, arguably) promises are realised even in 25% (and it certainly tracks this way), what will it mean?
