People often ask for hash tags to follow. Is there a way to list them in a post and have them clickable but not have the post recommending them spam all of the people who follow that hashtag? Is that what ‘quiet public’ does?

Yes, Andy's right, just set it to Quiet Public and it won't spam any of the tags listed 👍
