And fraud is not a zero sum game. An example that frequently comes to mind was a grifter who stuck an out of order sign on the machines people use to pay for parking. He issued hand written receipts for £5 parking that the operators didn't respect when the they issued £35 parking fines. If Trump is up by $5bn then I'd not be surprised if the USA is down by a significant multiplier of that.

On election The Doge had his wealth calculated when appointed and was forbidden on pain of death of accepting anything of lasting value.
Fruit and flowers were acceptable, but If a Doge was found to have accepted gifts that increased his fortune during his rule, he was stripped of his wealth and banished, as were his children.
