Examine contracts, decisions, communications, ethics records and recusals.
Was government oversight deliberately weakened to protect him or his companies? Trace specific decisions to drop cases, suspend penalties or change enforcement priorities.
Did any of this cross the line from conflicts of interest into provable illegality?
