Because if the issue would be impunity, then I would expect to not even be proposed. Including restricting free & anonymous access to information.

And it doesn't help that most politicians, whether in EP or national parliaments are attacking journalists with insults in public.

Not to mention police targeting people using GrapheneOS a very secured OS used by many journalists.
