Why do you think he is so rabid for that fucking ballroom (ie the nuclear hardened bunker underneath).
Because he thinks he can sit out WW3 in his bunker. And even possibly, that he could avoid turning over the presidency if he has locked himself in the bunker.

Just remember, even bunkers have entries. And knowing where the bunker is, makes the entry easier to find. And a truckload of concrete can seal that shit. In general, they will also need ventilation, maybe not immediately, (don't want nuclear fallout) but that oxygen will run out without venting. Concrete can fix that too.
