It's not a goal on its own, but it's already helped the fascists a lot by making web search useless, and by making it so we can never be sure the person we're talking to online is a real person. And, like "targeted ads", it also supplies ample pretense for mass surveillance. I wouldn't go so far as to say this has nothing to do with AI, but you're absolutely right with regards to what it's really about.
