The reason for the traditional loud & threatening Brownshirting is that no fascist regime has the resources to oppress everybody. They simply can't pick their victims off one at a time; to be a credible threat they need to look more powerful than they are.

Blackbagging is still scary, but it's fascism's version of busywork, a major deescalation in power projection.
