That makes it effectively impossible to enforce strict rules from the top down.

I'm sure that's part of the reason why the E.U. is happy to waste money on it, apart from all the rich influential people on the advisor board. I'm sure "W Social" will happily comply with the "age verification" surveillance agenda promoted/mandated by the E.U., E.U. member countries and other autocratic states around the world, maybe it will even integrate the E.U.
