1. Log in on your server’s website
2. Click on

3. Click on "Invite People" at left of the screen (if you’re on a phone click ☰ in top right and then "Invite People")

Yup, the admin can switch them off at their discretion. (I've included instructions in the guide on how admins can do this as it's not very obvious.)
It really depends on the server whether invitations are appropriate or not, it's the admin's call to decide.
