Make no mistake: This is the fascist way. The idea is to get people to accept the premise that "undesirables" deserve to die rather than have any kind of resources spent on them & that if you're arrested, then you're guilty & therefore "undesirable".

Once this is accepted by the populace, it's just a matter of constantly changing the definition of "undesirable" until eventually it includes everyone & the only way to avoid repercussions is via corruption.
