Work has to buy stuff through public procurements, and these days every one has a "provider doesn't work in/deal with russia etc." clause, that could viably be extended for more ethics related questions.

the current process is designed to mitigate bribery and nepotism, but the legislation as written tacitly forces government organisations to equally consider bids from entities whose goals and ethics are incompatible with those of the organisation itself. it's gross.
