For the record, "technology is outpacing regulation" is almost always wrong. What is actually violating or "outpacing" the world's attempts at reining in various forms of harm is, in fact, capitalism - that is, unfettered greed.

But yes, the space treaty is woefully inadequate. We need new global standards for protecting the common. You would think the history of pollution & ecologic disasters had taught us that by now, but you'd be wrong.
