It used to be that only the initial content determined visibility.

HOWEVER... when I've tested it recently edits do seem to now affect visibility. If you add a hashtag through an edit, the toot will appear for searches on that hashtag and it will alert people who follow that hashtag.

I think this doesn't apply to removing hashtags though.
