Anyone not white was the target. They began with Native Americans, tried against Canada during the American Revolution but lost, went after Spain because Spanish Florida was so nearby. What became California and Texas were also Spanish, compounded by gold and beef ranching.

People won't go on strike or protest if it ruins their ability to obtain a place to live or own a car. FICO scores are the tool of financial oppression and control. Expulsions a represions againts local aristocracy were a way to standarized the population in order made easier to rule in unified crown of Castillia and Aragon by the end of XV century.
