The "just joking" defense is usually just victim blaming. If you'd said something funny you wouldn't need it, and if you didn't - well then the genre of your utterance was not "joke" and the defense is just a misrepresentation.
(Yeah "Poe's Law" and all that, but it really is the exception to a much broader general move in discourse.)
It's ok not to get a joke; it's not ok to hide offensive behavior and bigotry behind "just joking".
