@peter This is true & it's every bit as idiotic as it sounds, except even more so - for example, 13 on the old scale was meant to be given for the exceptional, above-and-beyond performance, but that criteria wasn't transferred to the new scale so now, performance can never be graded above "correct", removing the incentive to, well, go above and beyond.
