This seems like a good place for a reminder that Cambodia's terror cadres were nothing but a rabble of armed thugs with no training & organisation, who knew & cared about nothing except who they could assault & kill with impunity.
Despite the nonsense many of us were taught in school, fascist regimes are never competent & don't have to be - they just need to empower the worst people & then surf on the wave of fear & violence.
