@Linux @EthicalProfessor So what were the circumstances? Did the arrestee try to flee in a vehicle? Did activists block ICE vehicles?

That is a pretty hard side impact. It looks like someone went through an intersection against the red light and got T-boned. You would not get that damage from any low-speed car bumping where someone was trying to drive off and was blocked.
