iirc it's out of total MEPs, not out of voting MEPs. And a higher threshold due to something I don't remember at all?

@chatcontrol Well shit. So what's the take away from 1.0. Are messaging systems forced to add scanning systems? What does this mean for e2e solutions like signal? On device scan or they exempt? Is there a a summary of the new requirements at a high level?
