He's clearly ill, that's what the cabinet intervening would look like, not the 25th.
They are already running the country, just with him generating massive amounts of disruption.

@randahl it makes me wonder how many of the Iranian refugees celebrating the war in its early days are still cheering the US. Regardless of how you view a regime, reducing a country to rubble (including its historical sites) is a crime to all its people.
