Unfortunately USA has its own dark history there (see Bay of Pigs). Both things can be wrong and contemptible.

Right now, Poland could grab Kaliningrad. Finland could reclaim land that the USSR took from them.
His actions sure seems to indicate he has neither fear nor respect of NATO countries.

And there was no agreement about NATO not expanding East. There was only a comment in a letter that was in the context of German re-unification. Not that NATO would never accept members from further East of some arbitrary line.
The biggest driver for countries applying to join NATO is threats from Putin, the derisable cockalorum.

He's turned Russia from a feared superpower into a weak, depleted, impoverished, increasingly isolated backwater. Even the other BRICS countries are backing away. Russia might as well just surrender to China now. They've got most of the cards.
