An interesting side note: in Poland, the police are referred to as "dogs" because they serve those in power.

                                    "going to the dogs" is also a phrase in UK English - it means the same thing as your Polish idiom (degradation) - it comes from people "losing their shirts" by betting on the wrong ones at the dog races.
