This isn't something servers should all do, it's just an option for those servers that would prefer to do so. It's a choice for those that need it.
"this must not be normalised"
All that is being normalised is admins choosing what is appropriate for their server and their members.
If you don't like the way an admin runs a server you're free to move to a different server, or even set up your own server on your own terms.

The freedom to change server to one whose rules I agree with is exactly what we will lose. If whitelists become common, then by changing server I lose access to every contact who doesn't whitelist my new server. It's fine, as long as whitelists remain a rarity, used only by those who need them. But that isn't your audience, when you advise people to lobby their servers to consider their use. -

There are some people targeted by hateful abusers who switch servers so they can dodge blocklists. Allowlists are a way of stopping such abusers.
All I'm trying to do is make people aware this option exists.
