Follow hashtags to start with: that will give you community and show you individual users to follow. And yes, you can follow hashtags here in addition to individuals.I never really did the hashtag thing.
Perhaps the first week or so to find a few people to follow.
I just started filling my timeline with some posts, I thought would interest myself and hence also people I'd like.
And then: starting to get into conversations I saw flowing by.
On Twitter, back in the day, it took me about half a year to get a bubble of 200 mutuals.

Start with hashtags that reflect your interests and follow people that post with them.

@sydneyw obviously the # were already mentioned. There are loads of them and they'll fill your timeline while you are figuring out who to follow and build your interactions with people.
Some of my favorite are to do with books (#bookstodon) and #gardening, #bloomscrolling, #foodforest but definitely also #carryshitolympics and #dogsofmastodon or # leaning into activist or politics. -

Mastodon doesn't push people or posts at you. So make sure your profile lists the things you want in common. Work, hobbies, political interests, etc.
Use hashtags, I can't write this often enough as hashtags help you find posts and people and let's them find you.
I never follow back if someone who starts following me has no info in their profile and no original posts.
I search every few weeks on key hashtags to check if people have joined who share my interests.
