    In fact we organized a "rail ticketing challenge" to demonstrate the actual problems passengers face. Teams competed to find the best tickets for real world scenarios we posed to them … and discovered how difficult it can be. One policy maker summed it with their exasperated "but how were we supposed to know that…"

            "but how were we supposed to know that…"?

            By actually using it instead of official cars and airplanes?

                In that case, they use a train at least.

                  @guetto @erpu Did they use the train willingly, or were they abducted by Deutsch Bahn ?

                  (I was recently abducted by DB while on the LGV Est in France, and sent to Mannheim instead of Saarbrücken, at least I was allowed to take the RE 1 to get home).

                    @guetto @erpu Somtime you have trains that have flight numbers, pretty sure you could misleadingly sell a MEP a IATA train ticket from a suitable airline. There are Rail stations at several major airports.

                      @Sobex @guetto @erpu One person we met on the train actually did have a flight ticket with train leg (Eurostar). As that train won’t run as planned due to track works (obviously unaccounted for when selling the ticket), we were trying to find out whether train or air passenger rights will apply… what a mess.

                        @patrick @guetto @erpu What was the answer ?

                        And any lesson learnt on how the Rail Passenger directive should be articulated with existing air passenger rights ?

                          @Sobex @guetto @erpu No answer yet as the journey still has to happen (first weekend of october). But the consensus theory is that flight rules apply and so a €400 compensation for the delay - which obviously is far more than a train passenger would get. Will keep you posted.

                            @patrick @guetto @erpu Looking up the passenger right for airlines, it seems they have a very strong passenger right apply to carriage contract, that constrains connections, since all legs have to be sold together.

                            However, airline tend to have agreements in this regard and to have built large networks and alliances for that purpose. (Though imperfect, since some local connections are sometimes hard to get from all airline in the alliance. IIRC TGV+Air is only sold by AF and not DL, despite codesharing on transatlantic flights).

                            I can see where the single transaction rule might come from in the current EC proposal.

                            And interactions with Air + Rail passenger rights might get more complex too as a result. (Not to mention Air + Rail is usually a flag carrier with national railway only thing)
