Actual merit is what affirmative action and similar diversity, inclusion and equity programs are for -- making it possible for people with skills, ability, and merit to get hired despite systemic racism, sexism, homophobia and transphobia.
When *they* talk about "merit", they just mean "people like us", because that's the only people they consider worthwhile.
