You would need some kind of website, your own or perhaps the site of an organisation you belong to?
The idea is that people see a site is trustworthy, they see it has confirmed your identity, so they know they can rely on your account being genuine.
All verification systems rely on some kind of trustworthy site, Twitter used to do it themselves by assigning verified logos but that too was based on trusting Twitter.
