i don't know if mastodon has addressed this but i think it's something that needs to be spoken on more if this is still the case
spending 45 minutes to complete an inaccessible captcha is ridiculous and shouldn't be the case to begin with

It's up to a server's admin to decide whether to use hCaptcha, it is off by default. So, a workaround might be to let admins who use hCaptcha know that it is problematic?
About the current situation with Mastodon, there are a couple of open issues on the Mastodon Github about offering alternatives:

They seem to be stuck on needing help with implementing alternatives.
