Not only does the tyrant need to be free to crime and corrupt but he needs a lot of minions to do a lot of crime on his behalf, and the best sort of person for that job is one who is already a criminal.

This is key to patriarchy as well.
People in patriarchal churches, relationships, societies, will make endless excuses for the men at the top (or even the middle): "loyalty" is more important than stopping dudes from raping and pillaging the community.

The good news: most people (yes, even Republicans!) really don't like crime and corruption.
There IS a point at which it is just too fucking much to swallow.
That point will vary, and for some, there's no bottom.
But not most.We need people to spit out fascism & put these guys in jail.
