To access Local on the official Android app, click on
Search but leave the search box blank, then scroll over to the Community tab. Community is the Local feed.
On the iOS app you can find it by clicking "Following" on the home feed and selecting "Local" from the dropdown menu.
But you don't have to use official apps, there are third party apps which tend to be better. On Android you might want to check out Tusky, Fedilab and Moshidon for example.

@FediTips @antdesros the magnifying glass is called "explore" in my app, and in there are four options: posts, hashtags, news, for you. "Posts" seems most likely to be the local feed, but the people I see in there are from different servers ...

@haaflife
The "Posts" from "Explore" is not the Local feed.
@FediTips has talked about a Community tab that you should find if you scroll over.The "Explore" is something different from the Local feed. Explanation here:

https://fedi.tips/what-are-the-local-federated-home-timelines-how-do-i-stop-them-scrolling-too-quickly/@antdesros @FediTips ok I figured it out. The original tip from feditips was completely wrong, unfortunately. It's the drop down menu in my home feed that allows me to view the local feed. Anyway, thanks all!
