For the state, taxing the rich, definitely funds government.

But taxing rich should be used to bring wealth back to earth. They only use their money to consolidate power and destroy society. We know this that is their public project.

The delta-v required to launch them into the sun is problematic, whereas launching them into the moon with a hard enough impact to leave a crater visible to Earth is both a easy trajectory solved decades ago & would provide a visual warning to future generations.
