You can follow combinations of hashtags if you use Mastodon's advanced web interface. It allows creating special columns which combine hashtags in different ways.

You can filter your follows generally to be in one language ( https://fedi.tips/setting-your-language-preferences-on-mastodon-and-filtering-out-posts-in-other-languages ) or filter your search results to be in one language using search operators ( https://fedi.tips/how-do-i-search-for-stuff-on-mastodon/ ).
