@rbreich The message has to be "What are you prepared to risk to HELP YOUR COMMUNITY/PEOPLE/FRIENDS/NEIGHBORS counter ICE bullying".
When you ask this question without including that, everybody is going to mentally picture themselves alone, facing down a couple of dozen armed, violence-prone lunatics & that's not what we're asking.
It's not about standing up to the bully alone, it's about doing it together. Then the bully backs down, every single time. Bullies are cowards.

@jwcph @rbreich The problem being that one must be prepared to be the one facing them alone.
Even in small crisises, like performing First Aid on somebody bleeding, many people shut down and are unable to even call 911.
Be brave, because even if you are the one, you at least have the opportunity to prove you are not one of them.

@baibold @rbreich Well, yes & no - like, it's true that somebody has to "move first" & that this comes up against the bystander effect, but in the case of a bully, this first move doesn't have to be & probably shouldn't be aggression.
Rather, it's a matter of fomenting, expressing & manifesting the idea that "we", i.e. all the bystanders, as a group, are in this together & what "this" means, e.g. "we will not be bullied" - but again, emphasis WE.
