IANAL. Military penalties are harsh. Deliberately disobeying a *lawful* order in wartime potentially carries the death penalty. Even though it's not a lawful order, I'd be shocked if a skipper caught deliberately disobeying an order now wasn't arrested and tried for treason.
Doesn't make it right. And it's not like they didn't sign on to put their lives at risk. But the personal cost of doing the right thing is fucking huge. And you don't get to command positions without having drunk the Kool-Aid, or pretending so skillfully, that you might as well have.

The former Indian FM:@AlisonCreekside In wartime it is lawful to attack enemy ships even if they are defenseless, but you must first declare war to give them fair notice that their ships may be attacked without warning. But we haven’t done that. Only congress has the constitutional authority to declare war.
Every unprovoked attack on Iran is a war crime, including the school we bombed and the attack that killed the Iranian leadership.

The former Indian FM:@AlisonCreekside the issue for India is how to have sufficient influence to respond to this insult. India does have some strategic advantage particularly in the area of software. The European nations are very aware of how dependent they are on US software; how software often requires a massive user base to become available at economic scale. The strong connections india, it large talented English speaking population and the fact it is not China give it unique advantages. Slowly but surely.
