Can it be considered a substitute to VISA and MasterCard?

I wonder if it could help with financial freedom, especially in cases like Autistici/Inventati, where their bank Banca Etica had to suspend their account to protect all its other customers from American retaliation.

@fdroidorg 90% sure merchant is the wrong term there, taler-ops is an exchange. Developers would need to sign up AS a merchant.
