Plenty of government workers take lower salaries than they would earn in the private sector and they don't need to insider trade. AND they have to report trades within 30 days of making them. Because. Ethics!!!! And it's drilled in you do not make money off your power and access because of a government position. Period.

Imagine going to your doctor and he assesses that you need an MRI, but if he authorizes that MRI then his HMO might earn less profit, and in this instance his salary is linked to the profits of that HMO. So he is incentivized not to authorize tests that might reduce your pain and suffering.
