EU citizens do not want this and the AI bandwagon is already falling apart. The energy use is downright insane, the business case even worse. Large parts of Europe are on fire - that is what needs immediate action. A gigafactory will hurt the environment massively.
The AI bubble will pop before any of these gigafactories are built. In the meantime all this money is wasted on far, far overpriced components.

To qualify as an AIGF, the computational scale must at least reach three to four times the
number of advanced processors currently available in the most powerful AI Factories10 across
both deployment phases, depending on the targeted Lot:
• Compute Performance Capacity
o Lot 1 - Medium-Scale: The facility must deploy a minimum capacity of 25,000
(H100-equivalent) of the latest state-of-the-art AI advanced chips by Phase 1.
To qualify as a full-scale AIGF, the proposal must include a binding roadmap to
reach a total minimum capacity of at least 75,000 (H100-equivalent) of the latest
state-of-the-art AI chips in Phase 2. This element will be assessed in the
eligibility section.
o Lot 2 - Large-Scale: The facility must deploy a minimum capacity of 40,000
(H100-equivalent) of the latest state-of-the-art AI advanced chips by Phase 1.
To qualify as a massive full-scale AIGF, the proposal must include a binding
roadmap to reach a total minimum capacity of at least 100,000 (H100-equivalent) of latest state-of-the-art AI chips in Phase 2.Utterly criminal use of public money to accelerate climate change.

Democracies only work if there are places where people can speak their minds and governments hear what they say. Without the potential manipulation of a self-interested commercial party in the middle.
Maybe the Fediverse can become such a place as European tech sovereignty projects progress and (hopefully!) more EU citizens participate.
