1. What distro
2. You say installed orca, but how? From a package repo? Built from source?
3. There are distros such as Ubuntu, Debian, Mint, I believe Manjaro and I'm sure others that already have Orca? So why did you install it? Because it wasn't there, or because you wanted the latest version that doesn't exist in the package repositories.
4. What desktop?
5. Pulseaudio or Pipewire?
6. Do you get other sounds?I'm not sure I'm the one to help you, because I personally hold the opinion that Desktop linux accessibility sucks rocks, and I don't go near it anymore, but I think these questions will probably be asked by more knowledgeable folks. Now, command line / headless linux, such as a server, all day long.
