It's comparatively easier to start and run a business, and for example, they don't have universal minimum wage, this being decided on a sector-by-sector basis, as a dialogue between employers and trade unions, and this ends up benefiting everyone; as industry can adapt to changing conditions, yet it keeps wages high.
