The governments can't negotiate in public, because every statement will be criticized and abused by other actors on both sides. This weakens their positions, and makes it impossible, to make compromises.
So, we simply don't know, what serious negotiations happen, and if they happen.
Negotiations in the face of the world, are always used for propaganda.
