@cstross Some nations' bureaucracies are presumably simpler if only because they are tiny and can't afford that much stuff, but that also kind of cuts them out of high level, high tech spying games.

The Tuvaluan Intelligence Service consisting of one person (which I'm sure doesn't actually exist) would be a really fun book or film premise though.
