@matdevdug It sounds to me like the people keeping it 'secure' could be defeated if the local angry townsfolk simply collectively decided to march on them and make sure its without the cops having warning of it

what is security gonna do, shoot all of the townsfolk? it'd be a scandal easily large enough to incite mass revolt ,they can't have that. Likewise the cops couldnt arrest everyone in an *entire town*, nor stop them by the time they get inside and destroy it all.

normally this sort of option isn't possible, but in this case it is for many data centers. would just need to convince the townspeople to ignore the law for a bit.
