Embroiderers and historical textile folks of mastodon, we have a stumper at work!

It's paper, the dots are pre-printed so it's clearly a mass-produced template, it was not completed. I've asked someone else and we have some tentative ways to describe it, but anyone know if there's a specific name for this kind of thing?
