@Strandjunker Maybe it's the lowest-hanging fruit when it comes to shifting responsibility. It's too convenient, and those who should actually be taking responsibility, those who control the leverage, pass it down the chain.

Those who have power and are willing to abuse it for their own benefit are usually the most self-serving.
At least, that seems to be the rule.
