to put it simply: the US held the refineries while Venezuela had the oil, but Nicolas Maduro stopped that cooperation, mainly because the US was an extremely demanding partner, Maduro decided to sell to Asia instead

No, USA has old refineries, ideal ones for Venezuela's oil. USA produces light oil, ideal ones for modern refineries, and export it.
