@straphanger France/Europe are not going back on structural separation.
SNCF has SNCF Réseau (tracks/stations) and SNCF Voyageurs which owns and operates some trains. Pays track fees to Réseau, same as when other companies run their trains on SNCF Réseau's tracks.The regions are now in charge of dictating/paying for regional TER services and don't necessarily hire Voyageurs to do it. (Zou! Transdev) got contrract for Côte d'Azur).

@straphanger For Amtrak, since the only significant tracks it owns are parts of NE corridor structurally separating its tracks from Amtrak makes a lot less sense, but as it is a profitable route, bribers of the Trump regime might want access to it, and be able to lease Amtrak's new trains and run their own brand/schedule (with Trump regime oblivious to the slot constraints for Penn Station and the tunnels).

@straphanger The structural separation in Europe was to allow for competition on high speed lines (eg: Renfe from Spain running Paris-Lyon trains, or Trenitalia running high speed trains in Spain. Similarly, makes it easier for DB to run a train to Amsterdam, Paris etc from Germany and for Nightjet to run trains to just about every country.
This isn't happening in USA because neither VIA nor Mexican railways would have interest for 5th freedom rights within USA to compete against Amtrak.
