I agree that it's happening, but I don't think that's the plan; they're just hoarding resources - I do, however, hope they glom onto what they may see as a windfall effect, because it won't work.

Most people can make do for years with the hardware they already have, meaning such a bottleneck will increase the already growing incentive to use your computer for longer, e.g. by putting Linux on it.
Basically this can rug-pull the "upgrade every 1-2 years" business model.
